Land Transport Authority, Singapore (LTA)


Starting 2018, PHAR were appointed as part of a consortium, consisting of KPMG and Knight Frank Retail, by the Land Transport Authority of Singapore (LTA) to consult on the advertising non-fare businesses of the Thompson East Coast Line (TEL) with opening of the line spanning 5 years, starting in 2019.

This 1 year assignment required PHAR to firstly design a gold standard advertising and partnerships environment, including data driven strategies to be implemented by the appointed non fare box operator. Then PHAR was required to develop the financial models to ascertain the commercial viability of the advertising business on TEL over a 15-year horizon.

Finally, PHAR also assisted the LTA in developing the tender documents and its evaluation criteria, ready for market bids to be made.
